Economic Security (EcoSec) Field Officer

The position will be based in the Tripoli Sub Delegation

 

JOB DESCRIPTION:

Purpose:

Economic Security Generalist 2, plans, implements and monitors the ICRC’s economic security (EcoSec) programs in line with the country strategy and under the supervision and guidance of the (DRP or EcoSec Delegate.

 

Accountabilities & Responsibilities: Functional responsibilities:

Working under the supervision and with support from the DRP Delegate or EcoSec Delegate has the following responsibilities.

  • Designs or adjusts data-collection formates.
  • Collects data using data-collection tools and devices.
  • Enters data into and maintains the survey database and the EcoSec Programme Management Tool (EPMT).
  • Performs mid-level qualitative and quantitative data analysis.
  • Describes results and produces data visualizations.
  • Collects data using methods that are in line with the household economy approach.
  • Collects and analyses localized market price data if and when needed.
  • Analyses strengths, weaknesses, opportunities, and threats (SWOT analysis) to identify possible response options for the projects and the community.
  • Contributes to identifying response options based on an analysis of EcoSec core components (food consumption/production, living conditions, income support, and capacity-building) as well as using a transversal view on all projects within the communities.
  • Contributes to designing a good method for registering beneficiaries.
  • Contributes to developing methods, plans, implementation, logistics, and reporting for aid distribution.
  • Carries out on-site aid distributions and discussions.
  • Contributes to analyzing the security, socioeconomic, cultural, and political environment as it relates to the ICRC.
  • Contributes to internal reporting.
  • Translates documents for internal use and interprets upon request.
  • Contributes to the regular planning of the EcoSec, WatHab, and Health activities if and when needed and called upon.
  • Provides administrative support.
  • Lead and oversee LRCS volunteers and/or daily workers and enforce the application of the DRP procedures at the field.
  • Liaise with support departments (logistics and finance), and timely request their inputs to the implementation of the interventions as necessary.

Durable return program (DRP) responsibilities:

Under the supervision of the DRP manager, has the following responsibilities:

  • Contributes to designing, implementing, and monitoring all EcoSec projects within the DRP
  • The focal point for all relevant information about economic, social, and security-related issues in the areas where the DRP is implemented.
  • Facilitates the exchange of information between EcoSec and other departments involved in the DRP.
  • Contributes to the mapping of all relevant local authorities, community leaders/working groups, and other stakeholders and builds a network of interlocutors in areas in areas where the DRP is implemented, with the support of the sub-delegation Field and COM colleagues.
  • Builds and maintains a network within local authorities and with other humanitarian organizations active in the areas where the DRP is implemented.
  • Drafts minutes of all relevant meetings held with authorities and/or community representatives.
  • Contributes to weekly and quarterly reports for EcoSec projects within the DRP.

 

Relationships:

  • Internally, interacts mainly with colleagues at the local level
  • Externally, maintains and develops a network of local/district-level contacts (members of the population, community leaders, authorities, NGOs, etc.) upon request from their direct supervisor.

 

Scope & Impact:

  • Geographical remit: Tripoli Office Area of Responsibility (AoR) (Currently).

General Duties and Code of Conduct:

  • Is aware of the delegation objectives and activities
  • Handles general and individual information accurately and with confidentiality;
  • Understands the three components of the Red Cross/Red Crescent Movement.
  • Applies the security rules at all times.
  • Respects and observes the staff regulations of the ICRC in Libya.
  • Performs duties and tasks not covered in this job description and provides support to other departments when necessary.

 

Certifications / Education required:
  • University degree in Business Management, Economics, Development Studies, Sociology, or equivalent qualification and experience in related fields.
  • 3-5 year’s work experience in a similar field or activity.
  • Must be able to travel inside and outside Libya.
  • Experience working for an NGO or international organization an asset.
  • Good command of written and spoken Arabic and English.
  • Good computer skills.
  • Good knowledge of the geographically assigned environment.
  • Good analytical skills.
  • Capacity to apply ICRC rules and procedures.
  • The capacity of treating information confidentially.
  • Excellent organizational and methodical abilities, sense of initiative.
  • Service-oriented with a strong sense for setting of priorities and flexibility.
  • Interest in humanitarian activities (especially ICRC’s).
  • Good networking skills.
