 Position Title: Director of the Entrepreneurship Center
Location: Tripoli, Libya
Contract Duration: 6 months, with the possibility of extension
Reporting to: Chief executive officer
Start Date: 1st November 2024

  1. Background

The Sheikh Taher Al-Zawi Charitable Organization (STACO) is a leading humanitarian and development organization in Libya, founded in 2011. It has been at the forefront of addressing the needs of vulnerable communities by providing aid, education, and development programs. STACO is now launching the Entrepreneurship Center to support small businesses and startups, particularly targeting low-income individuals and marginalized groups in Libya, to enhance economic independence through entrepreneurship training, access to resources, and business support services.

  1. Objective of the Position

The Director of the Entrepreneurship Center will oversee the establishment, development, and management of the center. The position is aimed at driving the strategic direction of the center, providing leadership to the team, and ensuring successful implementation of entrepreneurship programs. The Director will be responsible for building strong relationships with stakeholders, ensuring high-quality program delivery, and fostering an entrepreneurial culture within the community.

  • Lead the overall vision and direction of the Entrepreneurship Center.
  • Develop and implement the center’s strategic goals in alignment with STACO’s mission and objectives.
  • Identify opportunities for innovation and continuous improvement in entrepreneurship programming and services.
  1. Program Management
  • Oversee the design, development, and execution of entrepreneurship training, business support, and mentorship programs.
  • Ensure that the center’s programs are tailored to the needs of startups and SMEs, addressing challenges faced by local entrepreneurs.
  • Manage the selection process for beneficiaries of the center’s programs, ensuring fairness and inclusivity.
  • Monitor program outcomes and adjust strategies to enhance effectiveness and impact.
  1. Stakeholder Engagement and Partnerships
  • Build and maintain partnerships with local and international stakeholders, including private sector businesses, financial institutions, donors, and government agencies.
  • Engage with local communities, youth organizations, and business networks to promote the center’s activities.
  • Represent the center in local and international events to secure funding, promote partnerships, and enhance visibility.
  1. Team Leadership and Capacity Building
  • Recruit, manage, and mentor a team of professionals to implement the center’s activities.
  • Foster a collaborative working environment and provide leadership in professional development for team members.
  • Conduct regular staff meetings to ensure alignment of goals and facilitate effective communication.
  1. Financial and Resource Management
  • Develop and manage the center’s budget, ensuring cost-effective and transparent use of resources.
  • Identify and pursue additional funding opportunities to expand the center’s capacity and offerings.
  • Ensure compliance with financial procedures and reporting standards.
  1. Monitoring, Evaluation, and Reporting
  • Establish and implement monitoring and evaluation frameworks to assess the center’s performance.
  • Prepare detailed monthly and quarterly reports for STACO’s management and donors, outlining achievements, challenges, and future plans.
  • Regularly update the Program Manager and stakeholders on project progress.

Conduct internal capacity-building training for staff on entrepreneurship, project management, and stakeholder engagement.   Training completion reports, feedback surveys, and skill assessments.
Organize and launch an internal trigger event to align the team with the center’s vision and goals.   Event documentation, including agenda, participant list, and outcomes report.
2. Registration and License December 2024  
Map stakeholders, including government agencies, donors, local businesses, and entrepreneurship networks.   Comprehensive stakeholder mapping and engagement plan.
Establish governance system for the center, ensuring transparency, accountability, and effective decision-making.   Documented governance framework and roles for the board/advisory committee.
Obtain all necessary approvals, permits, and official registrations for operating the center legally.   Copies of registrations/licenses and approvals issued by relevant authorities.
3. Policies, Procedures, and Legal Structure November 2024  
Conduct a study to analyze existing policies and regulations affecting entrepreneurship and small business support in Libya.   Study report with findings and recommendations.
Develop and document Standard Operating Procedures (SOPs) for all center functions, including training, financial management, and grant processing.   Completed SOP documentation and staff familiarization.
Draft legal agreements, governance charters, and partnership MoUs to formalize relationships with key stakeholders and donors.   Signed legal agreements, governance charters, and MoUs.
Explore and document potential financing options for the Entrepreneurship Center’s long-term sustainability.   Financing options report, including partnerships with banks, investors, and microfinance institutions.
4. Project Rationale and Concept Note for Donor Outreach December 2024  
Develop a comprehensive project rationale, outlining the center’s objectives, target groups, and expected impacts to be presented to potential donors.   Completed and approved project rationale document.
Draft and finalize a concept note for outreach to international donors and development agencies.   Concept note shared with donors, including submission tracking and engagement reports.
5. Market Assessment January 2025  
Conduct comprehensive market and economic assessments to identify gaps, challenges, and opportunities in Libya’s entrepreneurial ecosystem.   Detailed market assessment report with recommendations.
Analyze previous projects, studies, and local data to inform product and program development.   Comparative analysis and data integration into project planning documents.
Organize meetings and workshops with key stakeholders, including government officials, local businesses, and NGOs, to validate findings and get feedback.   Meeting minutes, stakeholder feedback reports, and validated assessment findings.
6. Product Development and Training Programs January 2025  
Design financing products tailored to startups, SMEs, and entrepreneurs in Libya, such as microloans, seed funding, or business grants.   Detailed product specifications, eligibility criteria, and application procedures.
Develop specialized training programs that cover essential business skills, financial management, marketing, and legal compliance.   Training curricula developed, with structured modules and delivery plans.
Launch awareness campaigns to promote entrepreneurship, the center’s services, and training opportunities through media, workshops, and community outreach.   Awareness campaign plan, media coverage reports, and campaign impact assessments.
7. Infrastructure Preparation March 2025
– Prepare office spaces, meeting rooms, and training facilities, ensuring they are equipped with the necessary resources for smooth operations.   Facility readiness checklists and completion reports.
– Procure and install IT systems (computers, software, internet, etc.) needed for the center’s daily operations and program delivery.   IT systems installation reports, with verification of operational functionality.
8. Donor Engagement January 2025
– Identify potential donors, both local and international, that align with the center’s goals and financial needs.   Database of potential donors with contact details and engagement plans.
– Develop a comprehensive financing strategy for the implementation phase, including a blend of donor funding, partnerships, and internal revenue generation.   Completed financing strategy document, outlining clear funding streams and timelines.
– Secure initial commitments and financing from identified donors, ensuring sufficient resources for full program roll-out.   Formal funding agreements signed with donors and partners.
9. Funding Confirmations April 2025
– Conclude agreements with local and international partners for sustained financing of the center and its activities beyond the initial phase.   Signed agreements with donors and partners, confirming funding commitments for future activities.

 

 

  1. Required Qualifications
  • Education: Bachelor’s degree in business administration, Entrepreneurship, Economic Development, or a related field. A master’s degree is preferred.
  • Experience: At least 7 years of experience in entrepreneurship development, business management, or SME growth. Experience in a leadership role is essential.
  • Skills:
    • Strong leadership and team management skills.
    • Proven ability to manage large-scale projects, with experience working with international donors and stakeholders.
    • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
    • Proficiency in Arabic and English, both written and spoken.
    • Experience in fundraising and managing partnerships is an asset.
  • Technical Skills:
    • Proficiency in project management tools and financial management software.
    • Understanding of the local economic context and challenges faced by Libyan entrepreneurs.
  1. Terms of Employment
  • This is a full-time position based in Tripoli, Libya.
  • The initial contract duration is 6 months, starting from 1st November 2024, with the possibility of extension based on performance and availability of funding.
  • Salary and benefits will be commensurate with qualifications and experience.
