Job Description
CESVI has been one of the first INGOs intervening in Libya, as soon as the Arab Spring begun in 2011 and is carrying out a Humanitarian Protection Program in Tripoli and Misrata within different settings, included Gender-based Violence program since 2016
Safeguarding Policies:
CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin.
CESVI takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of Child Safeguarding and PSEA policies as well as of CESVI Code of Conduct and Ethical Code.
Specific tasks and responsibilities:
• Liaise with CSOs and other service providers to conduct service mapping, collect information on their activities and for potential collaboration;
• Organize meetings with CSO to present the Financial Support to Third Parties (FSTP) activity, including procedures, selection criteria, deadlines, etc.;
• Set up a clear plan for the coordination and monitoring of the FTSP milestones;
• Closely coordinate with CSOs to plan and monitor the implementation of the sub-granted projects, to ensure their good quality and their compliance with FSTP requirements;
• Support CSOs with encountered challenges by proposing solutions complying with contractual terms, sustainable in their nature (ownership with the CSOs) and oriented to an effective and positive impact on the community;
• Carry out organizational assessments with CSOs to identify organizational capacities and coordinate the ensuing capacity-building plan with the different CESVI departments;
• Ensure the capacity-building plan is put into practice within the set deadlines and guarantee appropriate follow-up;
• Maintain constant dialogue with CSOs to ensure a positive and smooth partnership;
• Organize and coordinate with CSOs trainings on different protection topics to be held from CESVI staff to CSOs’ members or other local stakeholders;
• Manage and carry out collection, analysis and interpretation of field data and prepare reports;
• Support the outreach officer in conducting outreach visits in the community to identify vulnerable families and/or individuals among all communities in order to establish their protection needs when necessary;
• Support the Outreach Officer in organizing and conducting NFI/voucher distributions at community level;
• Coordinate with MEAL team to conduct PDM related visits on the activities conducted when needed;
• Organize and conduct awareness sessions and dissemination of information on protection principles and services available;
• Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
• Participate in multidisciplinary teams, trainings and meetings regarding, among others, PSS, protection, etc.
• Raise awareness of the affected communities about the safeguarding system and how to report concerns;
• Prepare weekly reports and fill in relevant databases within set deadlines;
• Fulfil any other duties relating to nature of the job as may be requested by the Supervisor or the management team for the best development of CESVI activities.
In addition, depending on the profile and previous experience of the person, the candidate may be responsible for the following:
Finance
– Fill in and update the cash-book;
– Duly file supporting documents and share them with the finance officer;
Operations
– Collect movement needs from programme staff and compile a weekly movement plan at field level;
– Collect procurement requests from programme staff at field level and prepare the relevant procurement documents (purchase request forms, etc.);
– Check the compliance (quantity, quality, procedure) of procured items/services;
HR
– Keep track of the staff daily attendance and share it on a weekly basis with the HR officer;
– Support on coordination of any written tests and/or interviews in Zwara.
– Onboarding new staff and prepare the contracts, ToRs, CoC and all HR documents shared from HR relevant staff to get them signed.
– Coordinate with HR team for any staff updates and concerns related to Zwara office.
– Act as HR focal person in Zwara and make the proper archiving for all staff personal files.

Job Requirements
Education: High School diploma and above (preferably in social sciences or
humanities) Experience: at least 2 years in a similar role – previous experience with
CSOs and/or with project management is strongly welcome. Previous experience with
International NGOs is an asset.
Qualifications:
– Good understanding of the local civil society functioning;
– Good knowledge of the project cycle management;
– Very good planning and organization skills;
– Good communication skills, including strong ability to communicate to different
types of audience
– Knowledge of the English language (written and spoken) is a strong asset
– Previous experience in finance, logistics and/or HR is welcome (optional)
