JOB BRIEF

The Country Manager joins USIP’s Middle East North Africa (MENA) Center to lead the Libya portfolio of peacebuilding initiatives in community-based dialogue, security sector reform, and transitional justice. The Country Manager is based in Tunis, Tunisia, with travel to Libya and Washington DC. The position reports to the Director, MENA Programs, and works closely with the Senior Program Officer, North Africa, and the Vice President, MENA.

TARGET SALARY RANGE

Grade 13 – $79,000 – $82,000 (2021 General Scale – Base)

The Institute uses the General Schedule salary tables for administering compensation. Contractor offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES

Program Development and Management

* Identify strategic and innovative programming opportunities that are aligned with USIP program strategy.

* Design program interventions, including new and innovative initiatives to support USIP’s peacebuilding efforts in Libya.

* Lead implementation of program activities in Libya in line with established timelines, goals, objectives, and partnership agreements.

* Lead efforts to effectively monitor and evaluate Libya programs and document program learning.

* Manage, provide leadership support to staff and promote best practices in people management.

* Analyze and develop strategic staffing plans and budgets to secure the right talent for key positions

* Facilitate effective communications between Libya’s field and headquarter (HQ) teams regarding program activities and operations.

Policy and Research Support

* Support policy-relevant research initiatives by developing research priorities, identifying potential researchers and research institutions, and reviewing initial drafts.

* Inform policy on Libyan affairs and draft relevant research, articles, and blogs on USIP programmatic areas and thought leadership.

Representation and Communications

* Serve as USIP’s representative in Libya which will require liaising with relevant officials of the United States (US) Embassy, the various government agencies in Libya, other embassies, and the United Nations (UN), as well as with a diverse range of civil society organizations, academic institutions, the media, and local community leaders and groups.

* Effectively disseminate information about USIP’s Libya program activities through briefings of key stakeholders and participation in and convening of working groups and/or events.

Partnership Development

* Manage partnerships with US Embassy counterparts, including communicating work that is currently being supported, developing ideas for potential programming, and drafting project concept notes and interagency funding proposals.

* Identify Libyan partners to collaborate with on programs and manage relationships with existing implementing partners.

* Develop and maintain productive contacts with relevant Libyan government agencies and institutions.

Budget Management

* Work closely with the MENA Hub and HQ teams to ensure that USIP and interagency policies and procedures are adhered to.

* Manage in-country budget in an effective and accountable manner and ensure that financial reporting is timely and accurate.

* Ensure that internal and interagency progress & final reports are timely and informative.

* Maintain a strong reputation for sound and transparent finance and administration practices.

Operations/Office and Security Management

* Manage Libya’s in-country operations, and provide effective managerial, administrative, financial, and logistical leadership and support for the successful implementation of the portfolio in Libya.

* Have overall accountability for security, including the development of and ensuring adherence to security procedures, monitoring of the safety situation.

* Directly supervise Libya team members and perform duties as Contracting Officer Technical Representative (COTR) on personal services and statement of work contractors.

* Provide logistical support and advice, including arranging meetings, for USIP visitors to Libya.

Performs other duties as assigned.

Qualifications

* Bachelor’s degree in international relations with an emphasis on Middle East studies, and/or conflict management or other relevant field required, with a minimum of ten years of experience required.

* A Master’s degree with a minimum of eight years of relevant professional experience is strongly preferred.

* Prior experience working in conflict-zone areas is preferred.

* Must have strong project management skills and experience managing complex projects.

* Must have strong collaboration skills; must have the ability to coordinate the input and priorities of multiple players.

* Must have the ability to think strategically, and to effectively develop, communicate, and execute plans.

* Must have strong problem-solving skills; must enjoy taking ownership of and solving problems.

* Must have the ability to design and manage budgets.

* Must have proven ability to supervise, lead and motivate others, and to work as a team player.

* Must have excellent interpersonal skills.

* Must have excellent writing and oral communication skills, as well as cross-cultural skills, interpersonal skills, media skills, and the ability to deal with counterparts of every political, social, and economic level.

* Professional fluency in the English language is required. Ability to read and speak Arabic desired.

* Ability to periodically travel.

All USIP contract and employee positions are contingent upon the favorable completion of a suitability background investigation.
