Context:

  1. Nature of the consultancy:Under the direct supervision of the Migration Health Project Officer, Migration Health Division (MHD) and under the overall supervision of Migration health Coordinator, the consultant will be responsible for analyzing and preparing the report of health needs and targeted for rehabilitation in the South of Libya.

Context: The global health security threat, the Covid-19 pandemic, has threatened the already volatile security situation in the south region of Libya. The vast and poorly controlled desert borders with neighboring countries, mainly with Niger, Chad, Sudan and Algeria, but also at the borders with Tunisia and Egypt. Currently, the country has witnessed a surge of mixed migration flow in the southern borders of Libya, flourishing trafficking in persons, weapons and illicit drugs as well as cross-border movements of armed groups, and potentially offer excellent proliferation hubs for terrorist and violent extremist groups. As a result, the current situation not only poses a threat to Libya but to the entire Sahel region, with negative consequences for the security conditions and the wellbeing of the civil population across the region.

With this backdrop, IOM is implementing Activity 6[1] of the framework of the “Support to Integrated Border and Migration Management in Libya” (SIBMMIL), funded by the European Union and implemented by the Italian Ministry of Interior. This multi-year initiative aims at strengthening the capacity of relevant Libyan authorities to manage southern national borders and the corresponding mixed migration flows efficiently and, in a manner, compliant with international law, especially human rights law. IOM will specifically promote and facilitate awareness and application of the concepts of humanitarian border management (HBM), and health, border and mobility management (HBMM). Interventions will include rehabilitation/construction of border infrastructure and provision of equipment to border management and health structures; a comprehensive training plan targeting border and health officials; tailored technical support to relevant authorities to enable them to perform search and rescue operations in the desert and activities related to the enhancement of cross-border cooperation mechanisms between Libya and its neighboring countries at Southern borders. The overall objective of the activity 6, is given below:

Objective: Strengthen the capacity of relevant Libyan authorities to manage national borders and mixed migration efficiently and in a manner compliant with international law, especially human rights law, and in line with the White Paper process.

The IOM’s HBMM is a conceptual and operational framework with ultimate goal of improving prevention, detection and response to the spread of diseases along the mobility continuum (at points of origin, transit, destination and return) and its Spaces of Vulnerability, where migrants and mobile populations (MMPs) interact with stationary, local communities. With particular focus on border areas, HBMM unifies border management with health security and ultimately supports the implementation of the International Health Regulations 2005. Implementing health activities and strengthening the capacity of health authorities is intrinsic to the HBMM framework. HBMM also endeavors to build human mobility competent health systems at both the community and primary health care levels, which

is essential for global health security. Such systems are responsive to the dynamics of human mobility and are inclusive, ensuring Universal Health Coverage (UHC) for all, including migrants and mobile populations, regardless of their status.

Therefore, this consultancy position is required to provide necessary support to successfully conduct and prepare the report of the health facility assessment across the southern border of Libya, under the overall conceptual and operational framework of IOM’s HBM and HBMM.

  1. IOM Project to which the Consultancy is contributing:Support to Integrated Border and Migration Management in Libya – First Phase.
  2. Tasks to be performed under this contract:
  • Develop online data collection tool based on the final assessment tool developed and shared by IOM team.
  • Analyze the results of the piloting, make necessary changes in the assessment tool.
  • Analyze the results of the assessment and prepare the final report.
  1. Tangible and measurable output of the work assignment
  2. Successful delivery of online data collection tool based on the final assessment tool developed and shared by IOM team.
  3. Analyzing the findings of the pilot exercise and revise the data collection tool accordingly;

iii. Prepare and finalize the report of the assessment done in the health facilities in the South of Libya.

  1. Delivery date

Based on the project’s work plan the consultant will deliver the above assigned tasks by engaging in work for 12 days in total over the period of 2 months.

  1. Performance indicators for evaluation of results (value of services rendered in relation to their cost)
  1. Actual work plan (proposed dates of training and the field activities as per the local context)
  2. Final assessment tool incorporating the changes made after pilot phase.
  3. Training reports (including pre- and post-test results, attendance list and photos)
  4. Report of the assessment of health needs and capacity of infrastructure in the South of Libya

Required Qualifications and Experience

Education

  • Master’s degree in a Public Health, Social Science, Development Studies

a related field from an accredited academic institution with relevant professional experience.

Experience

  • Minimum 5 (five) years of relevant work experience.
  • Strong background with at least 5 years of experience in data management and report writing
  • Prior experience working with IOM in conducting studies and preparing the good report with knowledge of IOM House Style of reporting will be given the preference
  • Excellent drafting skills as well as capacity to analyse complex legal and institutional frameworks and make recommendations on this basis
  • Personal commitment, efficiency, flexibility, drive for results.
  • Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds.
  • Strong understanding of the Libyan context is an asset.

Languages

Fluency in English is required, Arabic is advantageous.
