Duty Station of the Consultancy: Remote
Duration of Consultancy: 4 months
Nature of the consultancy: Advisory services on disaster risk management mapping, institutional review and capacity building. Category B Consultancy.
Project Context and Scope:
IOM Libya aims to contribute to Disaster Risk Management (DRM) in Libya by strengthening the resilience of communities affected by, or at risk of being affected by, disasters, and reinforcing the national response capacities to mitigate the impact of climate related disasters through evidence-based interventions. More specifically, IOM intends to build an evidence baseline to guide further initiatives and to support the capacity building of local and national authorities in Libya.
Under the overall supervision of the Chief of Mission, and the direct supervision of Programme Manager (Community Stabilization), in close coordination with the Programme Coordinator (Data Management), the consultant will conduct a review and mapping of existing frameworks and initiatives on disaster risk reduction in Libya, and develop a training package on community-based disaster risk management for Libyan stakeholders.
Organizational Department / Unit to which the Consultant is contributing:
The consultant will be contributing to the implementation of the project ‘Enhancing Disaster Risk Management (DRM) capacity in Libya’ (project code EP.0036) by supporting the implementation of several deliverables of Displacement Tracking Matrix (DTM) and Community Stabilization (CS) units under this project.

- 1 report detailing a review of the national legal and institutional framework related to DRM in Libya
- 3 training modules on DRM in Libya (each module equivalent to at least 15 learning hours). Training topics to be identified in coordination with IOM, also taking into account preliminary assessment findings

Education, Experience and/or skills required
Education
- Master’s degree in Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience
Experience
- Experience in working on Disaster Risk Management (DRM) or Disaster Risk Reduction (DRR) thematic areas in Middle East and North Africa (MENA) Region
- Demonstratable experience in conducting mapping and analysis of risks, hazards, and resilience capacities in other similar contexts
- Experience of reviewing national, legal and institutional frameworks.
- Experience in the design and implementation of community stabilization programs and activities;
- Experience working with civil society organizations and strengthening civil society capacity, brokering technical cooperation and partnerships, and organizing training workshops and events;
- An existing network and credibility within global and local civil society networks, ideally working with stabilization is desirable;
- Proven track record on transparency, accountability, citizen engagement and/or government responsiveness;
- Experience on public service delivery is highly desirable as is familiarity with technology for transparency initiatives;
- Track record working in multi-stakeholder environments or experience in working with governments desirable.
- Knowledge of global DRM good practices and examples
- Knowledge of global Disaster Risk Reduction (DRR) frameworks
Languages
Fluency in English is required (oral and written). Knowledge in Arabic is an advantage
Travel required
Consultancy is remote-based. Travel to Libya possible for meetings/workshops in coordination with consultant.
