Purpose of the Consultancy:

UNICEF is seeking to recruit five National Consultant to be based in Ubari, Sabha, Alkufra, Brak Shati and Ghat municipalities to coordinate UNICEF’s programms within the municipalities. The key focus of the programms will be on youth engagement, including life-skills and basic literacy and numeracy training, community engagement and child protection services. Key aspects of this role include planning, overseeing implementation and close monitoring, relationship management with counterparts and stakeholders and coordination on the ground in the selected municipalities.

How can you make a difference?

Scope of Work:

Under the day to day supervision of the Adolescents Development Officer and Child Protection Officer of UNICEF, based on the overall guidance of the two Head of Sections (Education and Child Protection), the programme facilitator supports the coordination, implementation, monitoring and reporting of the programmes in Ubari/Sabha/Alkufra/Brak Shati/Ghat, in relation to the above mentioned project. Furthermore, based on the guidance of the supervisors, the facilitator is expected to liaise with key stakeholders (municipalities, traditional councils, CSOs, and local authorities such as Ministry of Youth, Education, Social Affairs, Social Solidarity Fund), for the best interest of children, adolescents and young people in Ubari/Sabha/Alkufra/Brak Shati/Ghat within the scope of UNICEF programme. The facilitator is also expected to engage with the communities, parents, youth and children in focus groups; as well as develop a complaint referral mechanism on the implementation sites.

Coordination and facilitation role is a significant role required given the various formal, informal and hybrid groups that exists in Ubari/Sabha/Alkufra/Brak Shati/Ghat, coupled with the different communal groups, IDPs, returnees, as well as migrants, refugees and asylum seekers. The role will also require coordination and meeting with the implementing partners of this joint programme (AICS, and its implementing partners and UNDP and its implementing partners).

Given the strategic location of Ubari/Sabha/Alkufra/Brak Shati/Ghat, the programme facilitator may be requested by UNICEF programme team (through matrix management) to take part in the emergency preparedness and response.

The detailed duties and responsibilities include:

• Oversee implementation of field level activities in line with the project plan, ensuring that all activities are implemented (including building rehab) according to the agreed time-lines
• Undertake day-to-day monitoring of the implementation of all UNICEF programmes (Education, Youth development and participation, child protection, emergency preparedness and response) through regularly monitoring, reporting on results based on an agreed template and reporting format.
• Participate in assessments, monitoring and supportive supervision visits organized by all the UN agencies part RSSD programme and beyond.
• Organise and attend local committees and technical cooperation meetings, to strengthen coordination with other stakeholders as required within the scope of UNICEF programme and provide minutes and action points for internal and external stakeholders
• Support UNICEF in data collections including data collection, analysis and dissemination of data. This includes focus group discussions/community consultations and surveys, taking into consideration the age, gender, vulnerability, diversity mainstreaming focusing on migrants. This includes planning data collections, developing tools to be used, analyzing data and presenting the data for internal and external purposes.
• Plan, implement and support strategies to strengthen the participation of young people and to reinforce their representation in decision making in community activities.
• Coordinate with contractors and UNICEF supply team on the provision and set-up of child friendly spaces and ensure that time-lines are agreed and met;
• Support the provision of services in the child friendly spaces including regular training,
• awareness raising campaigns and development of tools for child protection activities
• Provide support to the municipality and sub national government counterpart (such as Ministry of Education, Youth, Social Affairs, Social Solidarity Fund and MoE) in UNICEF procedures and plans
• Coordinate and participate in regular strategy meetings with internal and external stakeholders and support activities for sustainability of the project
• Support UNICEF efforts in emergency preparedness and response in Ubari/Sabha/Alkufra/Brak Shati/Ghat and beyond based on the guidance received from the supervisor and in coordination with UNICEF emergency team through matrix management.

 

To qualify as an advocate for every child you will have…

  • A Bachelor’s Degree in Education, Social Sciences, Child protection, Law or related discipline.
  • Minimum of 4 years of relevant field work experience in Education, Child protection, Youth empowerment and Participation in  Ubari/Sabha/Alkufra/Brak Shati/Ghat municipalities.
  • Proven track record in coordination and/or institutional strengthening of governance and civil society organizations, preferably in the field of youth development and participation.
  • Excellent knowledge of current affairs in Libya, with particular focus on local governance, youth development, and civil society organizations role.
  • Experience in working with local municipality Government including relationship building and policy development.
  • Proven track record in report writing, proposal writing, and note taking.
  • Fluency in Arabic and good knowledge of English required.
  • Previous experience with UN agencies including UNICEF and/or NGOs/INGOs is an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
