ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

ACTED is currently looking for a qualified staff to fill the Communications Officer position in Benghazi.

Responsibilities

The Communications Officer’s responsibilities include:

  • Develop and update ACTED’s communication plan in coordination with the Project Development Manager;
  • Identify target groups with specific communication channels/messages/supports to reach them (institutions, CSO’s, general…);
  • Develop ACTED communication tools (brochures, banners, visual graphics) and create content;
  • Draft full-length articles and human interest stories highlighting ACTED activities;
  • Manage social media accounts by updating it regularly and by managing the online ACTED/CIL community;
  • Organize relation with the traditional media (TV/radio/newspaper) to cover ACTED events and draft press release;
  • Provide communication inputs for the development and implementation of awareness campaigns;
  • Liaise with program and monitoring teams to identify topics/stories for communications content;
  • Attend ACTED activities to collect photographs, videos, and interviews with beneficiaries and stakeholders to feed the development of regular communication materials;
  • Monitoring of weekly news about Libya to be shared with ACTED team;
  • Contribute to reporting tasks for donors in coordination with the Project Development team;
  • Any other communication/visibility initiative and project development tasks when required.

Qualifications

Candidates must have the following qualifications:

  • Bachelor’s Degree in communications / multimedia / public relations / journalism or related field;
  • At least 2 years of field experience in communications / public relations / multimedia;
  • Experience in managing social media accounts;
  • Experience in development of successful awareness raising campaigns in an asset;
  • Good knowledge of media stakeholders in Libya;
  • Familiarity with the aid system, and ability to understand donor and governmental requirement;
  • Experience working with an NGO;
  • Excellent communication and drafting skills;
  • Highly proficient in written and spoken English and Arabic
  • Proven ability to work creatively and independently both in the field and in the office;
  • Being a strong team player;
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Strong knowledge of Microsoft Office;
  • Skills in photography, video editing, and graphic design
  • Knowledge of design softwares is an asset
