PURPOSE

Digital Officer works to enhance the ICRC’s digital visibility, outreach and reputation and positioning of the ICRC in Libya, furthering the goals and objectives of the digital strategy. S/he supports the ICRC’s efforts to connect with relevant audiences through digital content and channels by creating, editing, and publishing relevant content on the delegation’s social media handles and other different channels.​

  • Contributes to implementing Positioning and Acceptance objectives at local, regional and global level.

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Serves as a focal point for country social media accounts, producing and curating content that reflects positioning and acceptance needs, as well as communications priorities and key messages, speaking effectively to the audience.
  • Contributes to the strategic definition of the digital strategy in cooperation with the Communication Coordinator.
  • Creates, edits, re-purposes and publishes a wide variety of engaging content for digital channels, using audiovisual products (videos, photos, etc.); provides the archives with appropriate versions of these digital materials for reuse.
  • Ensures accurate, timely and effective delivery of digital content, optimized for search and audience engagement, liaising with audiovisual producers, social media leads, web editors and digital officers primarily in the regional communication center.
  • Monitors and moderates comments on social media posts, intervening as appropriate to answer questions and proactively defining and leading narratives. Translates any important comments and intervention from Arabic to English and vice versa.
  • Develops high-impact social media content – including graphics, videos and other multimedia formats – that effectively informs and engages external audiences and supports media and advocacy campaigns.
  • Is familiar with digital engines defining metrics and measuring impact of social media performance.
  • Collects and analyzes social media metrics to gauge reach, engagement and other performance measures for social media posts, accounts and campaigns, helping to inform results-based decision making and drives the effective use of resources.
  • Conducts evaluations of the success of digital content initiatives after publication and produces social media reports.
  • Conducts social media listening reports reflecting trends in topics of interest and wider social conversations.
  • Conducts as necessary audience impact studies and research to determine responses.
  • Is familiar with the harmful speech dynamics, implements ways to identify them and timely propose ways and dynamics to leas the narrative and counter balance negative reactions or campaigns.
    • Provides guidance to colleagues on setting up and managing their own channels and accepted best practice.
  • Coordinates with and supports the LRCS  communication department on digital content and provides digital communication capacity building as needed.
  • Autonomously interacts with digital service providers on the kind of services provided and leads negotiations about suitability of services and corresponding costs.

Professional Experience

  • Degree in communications, marketing or journalism, preferably with a digital background and specialization (managing websites, social media platforms, videos)
  • Fluent command of relevant language(s).
  • Additional languages an asset.
  • Typically 3-5 years’ overall professional experience
  • Minimum 3 years’ experience in digital communication/internal communication, and in event management an advantage.
  • Skilled computer user of web publishing (content management systems, including Drupal and/or WordPress) and design tools (Photoshop).
  • Experience in publishing and engaging using social media platforms (Facebook, Twitter, Instagram, etc.).
  • Experience in web editing and familiarity with search engine optimization.
  • Excellent public speaking skills and ability to communicate about technical matters to audiences in training settings.
  • Familiarity with ad management (Google Ads, Facebook, Twitter).
