Country profile

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment

The Child Protection Facilitator will serve as the focal point in each of Bayti- Child Resilience Centre (CRCs) for the planning, implementation, coordination and supervision of recreational activities. Under the direct supervision of the Sr. Child Protection Officer and in close collaboration with the Child Protection Unit (CPU) in each centre, the CP facilitator contributes to the everyday operations of the CRCs.

Child Protection Facilitators will contribute to the larger goal of ensuring that the psycho-social and emotional well-being of children is enhanced, and their immediate environment is made more inclusive and safer through their participation in different recreational and extracurricular activities.

FUNCTIONS

1. Planning , organising and facilitation of CP recreational activities

1.1Facilitate after school recreational activities during the school year and during summer sessions.

1.2 Planning and organizing appropriate, structured, age and gender specific extracurricular activities disaggregated by age , special needs, interest , time availability for children in the CRCs etc.

1.3 Facilitating the transportation, storage and usage of recreational kits to the centres.

1.4 Liaison with child protection actors locally to incorporate awareness raising messages in the recreational activities including different themes affecting children.

1.5 Understand and work with CPU unit in addressing barriers to children who are unable to participate in the activities.

1.6 Ensuring that targets are met in accordance with project activities for recreational activities.

1.7 Facilitate safe referrals to specialised services in the CRC such as case management team when necessary. 1.8 Ensure documentation of activities including description reports and approximate numbers of participants recorded through attendance sheets) and submit to Project Officer and Manager as required;

2. Support the facilitation of the Child Protection Units

1.1 With support from the Sr. Child Protection Officer, operate the everyday functioning of the Child Protection Unit.

1.2 Support the Child Protection Unit Workplan and plan activities based on the needs of the children in the school.

1.3 Build understanding and knowledge among ACTED staff, partners and local authorities on the CPU roles and responsibilities.

1.4 Maintain records of the meeting and target outputs of the CRCs, to support the Protection Officer in reporting requirements.

3. Compliance

3.1 Ensure the compliance with ACTED policies and protocols of confidentiality, non-discrimination, consent, respect and safety.

3.2 Ensure that beneficiaries are duly informed on the Complaint Mechanism and can give their feedbacks on ACTED activities.

4. Other

4.1 Provide regular and timely updates on progress and challenges to supervisors and other team members;

4.2 Assist project team members with other activities, as requested by immediate supervisor;

4.3 Perform any other related activities as assigned by immediate supervisor.

KEY PERFORMANCE INDICATORS

• Number of recreational activities conducted through the course of the project and on a monthly basis; • Number of children reached through the recreational activities, disaggregated by gender, age, disability, displacement status etc.

• Number of CPU meetings facilitated through the course of the project.

Within the ACTED Child Protection Department, all staff are expected to support the well-being and safety of all children at all times while performing their regular duties. All Child Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

• Bachelor degree required, psychology, sports management or social work background strongly preferred and will be given due consideration.

• At least 1 year of field experience in humanitarian work, protection experience strongly preferred

▪ Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred

▪ Ability to work with culturally diverse groups of people;

▪ Motivated to learn and help team mates.

▪ Good knowledge of BIA/BID procedures

▪ Ability to take good quality and detailed notes and write reports.

▪ Ability to travel and work in difficult conditions and under pressure;

▪ Highly proficient in written and spoken Arabic and basic English

▪ Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)

▪ Ability to maintain the highest level of confidentiality and best interests of children.
