Chief of Party

Democracy International (DI) is seeking to hire a Chief of Party (COP) for the anticipated five-year Engagement with Voters for Equitable Representation Activity (EVER) in Libya funded by USAID. The goal of the activity is to improve the effectiveness of Key Libyan institutions and build the capacity of a diverse set of Libyan actors to advance the democratic political transition, including national and local elections, and support a stronger more inclusive democratic culture in Libya. The Activity improve the capacity of the High National Election Commission and Libyan civil society to engage with Libyan communities across the country to engage in political processes at the national and subnational levels. The COP will lead programmatic, operational, and administrative activities of the activity and will report to DI’s Director of Program Management. The COP will be responsible for developing a strong vision and implementation of the program with an evidence-based approach, integrating innovative strategies, and delivering on all objectives of the project. They will be responsible for overseeing the day-to-day management of all staff. The COP will interact regularly with program staff, USAID Mission staff, civil society organizations, government officials particularly at the HNEC, other donors, and all program stakeholders.

This will be a full-time position may based in Tripoli, Libya or Tunis, Tunisia depending on the security situation and project’s needs.

Essential Job Duties:

The position’s responsibilities will include:
Programmatic
  • Provide technical and strategic leadership on all program activities, including matters of budget, compliance, and reporting;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s cooperative agreement with USAID and with internal reporting requirements;
  • Manage the preparation and presentation of all work plans, MEL plans, and reports;
  • Responsible for overall program management and will be expected to interact regularly with program staff, USAID Mission staff, civil society organizations, government officials particularly at the HNEC, other donors, and all program stakeholders
  • Serve as technical lead in designing, implementing, and overseeing the aspects of the activity;
  • Represent DI externally at meetings, workshops, and other events;
  • Manage relationships with local partners and government, civil society representatives and international donor representatives; and
  • Provide technical assistance, as needed, to program partners, grantees, and beneficiaries.
Administrative
  • Continue to build and lead DI’s dynamic local team;
  • Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
  • Liaise regularly with USAID, local staff and partners, STTAs, and DI’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and

Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts, in Libya and around the world.

Qualifications:

  • Master’s degree in social sciences, community development, communications, business, international development, and/or other related fields;
  • Ten (10) years work experience implementing elections and political process activities, including those touching on civil society strengthening to advance democratic culture, including engagement with legal frameworks imposed on civil society, grants to local organizations, citizen engagement, and CSO financial and organizational sustainability;
  • Five (5) years experience in managing staff with proven skills in managing diverse teams across a wide implementation area;
  • Strong coordination and communication skills to include a variety of stakeholders (national, international, government, non-government, international organization, donor);
  • References for the last five years of work experience are required and will be verified;
  • Fluent written and spoken English. Knowledge of Arabic is required;
  • Willingness to reside in Tripoli, Libya;
  • Strong preference for a Libyan national; and
  • Knowledge of the Middle East and North Africa Region is a plus.

Reporting:

  • This position reports to Director of Program Management.
  • ​Direct reports may include DI Libya Team.
