ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff.  ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment

Under the direct supervision of the Cash Project Manager and in close collaboration with the Child Protection Project Manager, the Cash for Protection Assistant’s primary responsibilities are to support the process of internal ACTED ‘cash for protection’ referrals. This will require a close working relationship between the Derna Child Protection team and Cash team, as well as frequent liaison with the finance and logistics departments under the guidance of the programmatic project officers, to ensure smooth and immediate protection referrals for vulnerable persons of concern in Benghazi. Tasks will include ensuring strict data protection procedures throughout the ACTED referral system, supporting cash for protection distributions through mainstreaming protection throughout all face-to-face interactions with beneficiaries and awareness raising on ACTED protection activities and protection principles. Other tasks will be to support emergency protection assessments may be required.

Functions
1 Support internal ACTED protection referrals
1.1 Provide assistance to Program Manager and Officer in the planning, logistics and coordination of internal cash for protection assistance provision.
1.2 Support with identification of safe and confidential distribution sites for the Cash for Protection component, when household visits are not possible.
1.3 Coordinate directly with beneficiaries for personal data consolidation, while ensuring strict personal data protection procedures.
1.4 Coordinate with the Finance Department and Logistics Departments to accelerate and support FLATS procedures.

2 Mainstream Protection within ACTED individual and collective distributions
2.1 Directly support assistance distributions under the Cash for Protection project, along with the Protection and Cash Teams.
2.2 Ensure strict confidentiality and personal data protection during cash, NFI or e-card distributions.
2.3 Spread key protection information and raise awareness about services available (ACTED protection Helpline and protection monitoring) to beneficiaries during distributions and awareness sessions, if required.
2.4 Ensure that beneficiaries are aware and use the complaints response mechanism (CRM) if needed.

3 Other
3.1 Provide regular and timely updates on progress and challenges to supervisors and other team members.
3.2 Assist project team members with other activities, as requested by immediate supervisor.
3.3 Perform any other related activities as assigned by immediate supervisor, such as emergency protection assessments.

Key Performance Indicators

  • Number of cash for protection distributions/visits conducted

 Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS

  • Bachelor’s degree required
  • At least 1 year of field experience in humanitarian work, protection experience strongly preferred
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Ability to work with culturally diverse groups of people.
  • Ability to travel and work in difficult conditions and under pressure.
  • Highly proficient in written and spoken English and Arabic
  • Proficient knowledge of Microsoft office (Word, Excel, PowerPoint…)
