In response to the situation in Libya, the IRC launched an emergency program in September 2016 which aimed to provide life-saving medical care and integrated protection services. At present, the IRC is implementing health and protection activities in Tripoli and Misurata, while expanding its protection department, with a focus on community-based protection, the rule of law, child protection, GBV, and MHPSS across all its project locations. Recently, the IRC has established a center for psychosocial support activities for women and adolescent girls (WGSS), and for children (SHLS) in Misrata and Tripoli. The IRC’s Women’s Protection and Empowerment (WPE) program has been operational in both Misrata and Tripoli since 2016. The WPE program in both locations provide life-saving services to conflict-affected and displaced women and girls, including gender based violence (GBV) suvivors, IDPS, Migrants  and host community women and girls are provided with a safe space to access case management and psychosocial support and to attenskills-building and socio-economic empowerment activitie. The IRC also works through local women led organizations and is in the process of identifying more CSOs to channel through its protection programming especially about women protection and empowerment.

 

 Job Overview/Summary: Under the direct supervision of the Senior Capacity Building Officer and the overall guidance of the Integrated Protection Coordinator, the Capacity Building Officer will be responsible for training activities aimed at improving the capacity of WPE/CP Case Workers, Community Outreach Volunteers as well local Civil Society organizations (CSO) and NGOs in Misrata and Tripoli implementing Child Protection and GBV prevention and response related activities. The Capacity Building Officer with support from the Senior Capacity Building Officer, will design and implement training on GBV/CP basic concepts, case management, psychosocial support and other GBV topics as required. She will be responsible for preparing training outlines and materials, completing all financial and logistical procedures associated with the training, and submitting training reports. The Capacity Building Officer will also assist with general programmatic responsibilities, and attend relevant meetings and workshops when assigned within Tripoli.

Major RESPONSIBILITIES: The CBO shall:

  • Regularly communicate identified capacity and training gaps and needs to the line manager.
  • Develop a training plan in close coordination with the liner Manager and with consultation with the WPE /CP Manager and the Integrated Protection Coordinator.
  • Plan, coordinate and deliver relevant WPE/CP related training to IRC staff, community outreach volunteers, CBOs and local NGOs and other GBV/CP actors.
  • Assist the WPE/CP Manager and the Integrated Protection Coordinator in delivering specialized training.
  • Monitor training outcomes through baseline surveys, pre- and post-tests, and follow-up interviews, and continually reflect on training experiences and monitoring data to improve future training.
  • Identify appropriate actors that would benefit and be interested in GBV/CP training, and communicate to other relevant IRC staff/teams in support of ongoing potential partner mapping as appropriate.
  • Ensure all training and capacity building activities are carried out in accordance with IRC policies and procedures
  • Coordinate and organizing logistics for training, including raising purchase requests to ensure all materials are ready for training
  • Translate training materials into English and Arabic and ensure training documents are current and up-to-date.
  • Provide support to the development and implementation of community engagement and outreach strategies, plans and activities
  • Support with the development or revision of guidelines and resources used for awareness raising sessions and information dissemination activities.
  • Support potential sub-partners by training and on site supervision.
  • Establish and maintain working relationships with IRC’s partners, networks and stakeholders.
  • Compile and timely submit reports related to training activities to the line manager
  • Carry out any other task as assigned by the line manager

KEY WORKING RELATIONSHIPS: the CBO position will directly report to the Senior Capacity Building Officer

 

JOB REQUIREMENTS:

  • Bachelor’s degree in relevant field (Social Work, Psychology, Sociology, Gender Studies, etc.) and 1 year of relevant experience
  • Experience in counseling, social work, women’s health, or other related field
  • Clear understanding of and interest in the wellbeing of women and girls, and supporting their healing after the experience of violence
  • Understanding of case management, psychosocial support and life skills programming to promote survivor healing and recovery
  • Demonstrated understanding of and ability to maintain confidentiality and respect for clients
  • Positive and professional attitude, including ability to lead and work well in a team setting
  • Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment
  • Strong interpersonal skills (team work, listening, good communication and good listening)
  • Ability to work as team
  • Good English and Arabic language (Written and Spoken)
