The ICRC Delegation in Libya seeks to fill the following position:

Buyer

The position is based in Misrata

The buyer supports the procurement operations in Libya including market assessments, tendering and evaluation of bids, compliance, cash program and quality activities in accordance with ICRC Financial rules and regulations and Logistics manual.

MAIN TASKS

• Handles the procurement process from purchase requisitions till the payment of suppliers
• Reviews specifications in coordination with the requesters
• Manages cash program and deals with service providers
• Implements ICRC purchase strategy for goods and services
• Prepares and launches RFQ/RFT
• Participates to the awarding process (prepares and checks Selection Tables)
• Ensures that procedures and compliance requirements are duly fulfilled
• Coordinates with all departments linked to the procurement of goods and services
• Archiving procurement files via Profiles

REQUIRED PROFILE

A successful candidate will have:

• Bachelor University Degree.
• Certification in logistics, purchasing, administration, supply-chain management or engineering would be asset.
• 1 year of work experience ideally in procurement, Logistics or administration.
• Good command of oral and written English and Arabic is required
• Computer and Excel proficiency is required
• Driving License
• Good technical skills in Logistics, purchasing, administration, QSE assessments or compliance.
• Good negotiation skills.

• International and/or humanitarian work experiences an asset
