Application Developer

BACKGROUND

The Taqarib/Local Governance and Civil Society (LGCS) Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. Taqarib /LGCS works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold government accountable. To achieve these goals, Taqarib/LGCS will center its activities around four objectives:

1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
2. Empower Libyan citizens, civil society organizations, private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
4. Inform Programming through a robust learning and analysis agenda

 OBJECTIVES (SCOPE)

Through Taqarib support to civil society organizations in supporting service delivery in their communities, one of the project partners will be designing an application that will be used as a tool to access several services within the targeted municipality. The application will allow users to browse the different services offered by companies and craftsmen who are participating in the application. The application will also include the prices of each of these services and contact information of companies/craftsmen providing these services. The Application Developer will work on designing and developing the application and will support in troubleshooting and debugging the application throughout the assignment period.

TASKS (PERFORMANCE REQUIREMENTS)

• Designing Application Features:
  • Android Studio programming language
  • Firebase and Airtel databases.
  • For Android users.
  • The App will include two sections:
• Services and communication
• Customer login section that includes: administrator login page, editor page, respondent page to give answers to clients, user’s home page to browse all services and ask questions and the admin home page for adding services, adding users and administrators for linking the residents with the municipality.
• Administrative Tasks:

1. Manage and oversea the work of the application in coordination with the partner
2. Coordinate and facilitate 4 online meetings to present the application
3. Oversee and monitor the work of the application and ensure proper development
4. Troubleshoot and debug the application
5. Train and guide partner staff members that will be responsible for the application.
6. Present a final report at the end of the assignment

REQUIRED QUALIFICATIONS

• Bachelor’s degree or equivalent in computer science, information technology or other related field.
• At least two years of experience in application developing.
• Great understanding of software design and programming principles
• Critical thinker and problem-solving skills
• Knowledge of programming language (Android Studio)
