GLOBAL OBJECTIVE OF THE POSITION

 

At his/her assigned project level, the admin officer supports his/her line-manager in processing accounting operations, following-up Human Resources issues, implementing and supervising.

 

In particular, he/she lends support to carrying out urgent activities and the filing and archiving of official and/or internal documents.

 

He/she organizes the schedule and supervises the cleaners.

 

RESPONSIBILITIES

 

 

  1. Administrative management of personnel:

 

  • Welcome and participate in administrative briefing of new personnel
  • Assist the admin manager for the administrative management of recruitment and hiring
  • Participate in the organization of training
  • Ensure archiving and monitoring of individual dossiers and deliver all documents relative to the professional life of Handicap International employees
  • Ensure the confidentiality of all HR datas
  • Participate in the monitoring of work contracts on the project
  • Issue pay slips and supervise payment of salaries after approval by the admin manager
  • Pay taxes and duties and create pay records for the relevant organizations
  • Keep an organization chart up to date for the project
  • Participate in the application of policies relating to salaries and benefits for Handicap International

 

  1. Treasury / accounting / management
  • Supervise the physical maintenance and safety of cash boxes
  • Prepare monthly closing, revision and integrity of accounts for the project
  • Participate in audits or any checks issued by partners or head office, at the project level
  • Participate in the consolidation of budget follow ups and cash forecasts at the project level
  • Monitor due dates for payments of contracts managed by the liner managers
  • List liquidity needs in concert with the admin manager
  • Carry out pay-outs and advances, within established guidelines
  • Keep the registry of cash pay-outs and the cashier’s register
  • Record budgetary transfers and keep accounting codes
  • Verify, before recording, that records conform to regulations and procedures of Handicap International
  • Translate accounting documents if necessary
  • Verify cash balances daily and report any discrepancies to superior
  • Archive accounting records according to HI procedures after a final verification of receipts etc.
  • Guarantee security of the cash and confidentiality of information

REQUIRED PROFILE

 

The successful applicant must meet the following requirements:

  • Diploma in Finances, Management or related domain
  • At least 2 years of professional experience in humanitarian and/or development context
  • At least 1 year mandatory on a similar position
  • Good stress management
  • Resistance to pressure
  • Analytical capability
  • Organized and methodical
  • Reliable
  • Strong sense of responsibilities
  • Strong listening and empathy skills
  • Ability to adapt, manage priorities and be pragmatic
  • Diplomatic and with a sense of negotiation
  • Good communication skills
  • Honesty and rigor
  • Excellent communication skills and ability to convey positioning and values of the organization
  • English mandatory (oral and written) ; Arabic knowledge is a strong asset
