BACKGROUND

The Libya Local Governance and Civil Society (LGCS ) / Taqarib Project will enhance the ability of Libyan civil society organizations  to effectively address civic engagement , a key focus is placed on providing them with access to comprehensive information regarding Accountability and service delivery .
This information empowers Accountability and service delivery cluster members to actively participate in Accountability and service delivery enhancement.

OBJECTIVES:
This project aims to Build Capacity: Equip CSOs with tools and techniques for monitoring service delivery and holding municipal officials and service providers accountable. Enhance Awareness: Increase participants understanding of the principles of accountability and its critical role in improving local service delivery Promote Citizen Rights: Empower civil society organizations (CSOs) to educate communities about their rights and entitlements to quality public services. Foster Citizen Participation: Support CSOs in engaging communities to participate actively in the planning, implementation, Empower participants to advocate for open governance and to hold local authorities accountable through constructive engagement Support Action Planning: Guide participants in creating actionable and measurable plans for implementing oversight mechanisms at the local level.

Course Outline:

 

The training will be implemented over the period of three days, each day will include 7-8 training hours per day. Below is the suggested structure for the training, however it is subject to change based on both the analysis and observation of the trainer/s:

  1. Introduction and Objectives
    • Importance of accountability in improving service delivery at the local level.
    • Role of CSOs in bridging the gap between service providers and communities.
    • Training goals and expected outcomes.
  2. Understanding Accountability and Service Delivery
    • Definition and key principles of accountability in governance.
    • Components of effective service delivery.
    • The interconnection between accountability and improved public services.
  3. Legal and Policy Frameworks
    • Overview of national and local laws governing accountability and service delivery.
    • International frameworks and examples of best practices.
    • Role of CSOs in monitoring compliance with policies and standards.
  4. Citizen Engagement in Service Delivery
    • Strategies to increase community participation in planning and monitoring services.
    • Building trust and collaboration between citizens, CSOs, and service providers.
    • Methods for fostering inclusive and equitable service delivery.
  5. Action Planning and Implementation
    • Developing local action plans to enhance accountability and service delivery.
    • Identifying roles, responsibilities, and resources required for implementation.
    • Setting realistic objectives and timelines for achieving results.

TASKS (PERFORMANCE REQUIREMENTS)

 

  1. The trainer will prepare material for training and presentation slides in English and Arabic, and Agenda (PDF/PPT’S) using Taqarib templates.
  2. Prepare pre- and post-training questionnaires.

Conduct a 3 Day training on Accountability and service delivery cluster within local governance.

Submit Back home action plan for Accountability and service delivery cluster .

  1. Submit a final report on the training including:
  • Training and presentation materials
  • Breakdown of training days agenda
  • Note on attendance.
  • Pre and post hard copy and analysis.
  • Outcome of training
  • Photos

 

DELIVERABLES

 

 Deliverable
1-     Agenda, training and presentation materials
2-     Pre and post training questionnaire
3-     3-day training sessions for one group of 12 participants, and will take place in person)

The participants will be as follows: –

REQUIRED QUALIFICATIONS

 

  • 35 years of progressive professional experience working in the field of raising awareness and capacity building , preferably in Local governance sector and community participation with special focus on Accountability and service delivery cluster ..
  • Bachelor’s degree in public administration or equivalent.
  • Local or international training experience is highly preferred.
  • Basic knowledge and understanding of local governance law and policies in Libya.
  • Understanding the local context of CSOs in Libya.
  • English language especially in writing
