Première UrgenceInternationale (PUI) is a non-governmental, non-profit, non-political and non-religious internationalaid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.
The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France. PUI has started implementing operations in East of Libya since 2017.To date, PUI’s interventions is focusing on health through the deployment of Mobile Health Teams (MHT), which deliver direct services to migrants, refugees and asylum seekers in the eastern cities of the country. Thus, PUI enhances access to primary health care services via the provision of comprehensive primary health care package free of charge including a range of curative and preventive medical services. This consists on general practitioners consultations on both common communicable and non-communicable diseases, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions including individual consultations and group sessions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the abovementioned communities. In addition, PUI has developed a multi sectorial program aiming to cover the “basic needs” of the targeted population in east Libya. As part of this program, distribution of Core Relief Items and rehabilitation of public facilities (health facilities, hospital emergency room, water supply facilities…) is carried out. PUI is also intervening in Migrant’s Detention Centers where Rehabilitation (WASH), Protection and health activities are implemented. Thus, PUI is now working on a new project under the Italian Agency for Development Cooperation (AICS) targeting 3 health facilities in kufra through: – The provision of medical equipment and furniture – The rehabilitation of the infrastructures – Capacity building of health workers within the health facilities – Awareness session at community based level |
Job Description |
Overall objective |
Under the direct supervision of the Basic Needs ResponseActivity Manager, the Site Officer is responsible for the qualitative, quantitative and timely implementation of the WASH and construction activities. He/she coordinates and monitors the work of all workers and subcontracted companies dedicated to these activities. He/she is responsible for a qualitative and regular monitoring on various components of the project. The Site Officer is requested to spend the majority of his/her time in the field and to directly implement the activities with the rest of the team.
BNR activities must be seen as part of a holistic response adopted by PUI’s in its area of intervention. Indeed, BNR activities will be integrated into current PUI’s approach, which includes various sectors of activities as Health, Mental Health and Psychosocial Support and Protection. This intervention aims to provide assistance to the most vulnerable populations and ensure that persons in need have access to safe and dignified services and full respect of their rights. |

Specific Goals and Related Activities |
1. Activities implementation
Take part in the technical assessment, design and implementation of all WASH and construction activities. Guarantee the implementation (daily and weekly) of the field activities implemented by theField Workers / contractors. Supervise Field Workers / contractors and ensure a follow-up of the different activities, following the agreed planning and guidelines. Guarantee that International Minimum Standards for WASH and civil engineeringare applied in the activities implementation. Ensure that all measures have been taken and rules followed to ensure security on-site. Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions. Support and participate to the other activities of the department when required. |
2. Assessment, Monitoring & Evaluation of activities
Assess regularly the basic needs components situation and determine population’s needs. Monitor the work of suppliers to ensure the respect of the contract specifications. Collect any additional relevant information from communities or partners whether requested by the BNR AM Participate in the design of the BNR department tools for assessment, monitoring and evaluation of the BNR activities Ensure the quality of the collected data and share it on regular basis with the MEAL department. Implement and collect monitoring data regularly in accordance with the Monitoring Tools shared by the BNR AM, the Field Coordinator and the BNR Coordinator. |
3. Community mobilization
Ensure communication between PUI and Communities regarding the Basic needs activities’ implementation Mobilize and encourage Communities to participate in the activities. Organize meeting with Communities and get feedback about activities conducted. |
4. Reporting
Guarantee the collection of data on a daily basis and make sure that the BNR AMgot all relevant information. Report immediately any delay, problem or other relevant information to the BNR AM Inform the BNR AM on security incidents. |
5. Logistics & Administration
Ensure the follow-up and the proper use of materials and tools used on-site works. Manage the supply of items to the work site in collaboration with the logistics department (stock request, stock follow up…) Communicate timely needs to BNR AM in order to develop purchase requests. Be pro-active to follow any procurement within the BNR department and share daily update to the BNR AM. Participate in the design of the technical specifications with the BNR AM for any technical purchase. Participate in the market assessment for technical material and equipment with the log department. Implement daily worker payment in coordination with the BNR AM/Admin Department.
