Job Description
UNDP is working rapidly to respond to the crisis in Libya by undertaking projects to help stabilize the country and instill trust and confidence amongst communities, and between communities and the government. The UNDP Libya Country Office (CO) has made strong commitments to international donors and its Libyan counterparts to help restore and improve public services; enhance the effectiveness and reach of existing public institutions; expand civic engagement and participation in political and development processes; increase economic opportunities in a more diversified economy; strengthen social cohesion, reconciliation and transitional justice initiatives; and contribute to stability throughout the country to ensure development services.
Under the direct supervision of the Team Leader of the Governance and Rule of Law Pillar under overall supervision of Deputy Resident Representative ( Programme), the Project Management Specialist, provides professional and technical advice and solutions to a wide spectrum of complex issues related to projects in the preparation of annual work plan with special emphasis on inputs and submissions from the projects to avoid delays in finalizing specifications and allowing procurement immediate action as per the request from the entire programme portfolio of UNDP, Libya.
Overall Objectives
The incumbent is responsible for facilitation of effective and timely preparation of terms of reference (TORs) to ensure that clients’ needs are duly and properly considered before the request for procurement of goods/services. The Project Management Specialist shall promotes collaborative, client-focused, quality and results-oriented approach contributing to smooth and well-informed coordination and joint actions between Projects and Operations. The project is built around these specific objectives, while available to all projects, s/he will pay special attention to large programmes results:
Summary of key functions:
- Proactively supports the projects in close coordination with Management Supportunit on the elaboration and implementation of strategies focusing on achievement of results
- Supports efficient prioritization of projects procurement activities in coordination with projects and procurement section.
- Support programmeand projects development and coordination
- Ensure administration and Implementation of programme and project delivery, adapts processes and procedures focusing on achievement of the following results
- Follows up projects on project closurefunction and payments
- Ensures facilitation of knowledge buildingand training of projects staff in the counterparts
Proactively supports the projects in close coordination with Management Support unit on the elaboration and implementation of operational strategies focusing on achievement of the following results:
- Establish links between Programme and Projects and Procurement on achieving projects goal within the agreed timeframe;
- Ensures that final ToR/specifications are in line with UNDP standards that assure open, competitive and non-biased procurement processes.
- With the support of the procurement, the incumbent should make sure that the requirements of activities are generally included in Procurement Plan;
- Provides/shares all documentation needed to launch procurement processes, including list ToR/SOW approved by end users, which contributes to conducting procurement processes in compliance with UNDP rules, regulations, policies
- Support the procurement unit on the evaluation of procurement cases.
Support project development and coordination:
- In collaboration with the Management Support Unit, engage and coordinate with relevant projects implemented by UNDP Libya to ensure complementarity, identify synergies and minimize overlaps and/or duplication ;
- Contribute to the work of Team Leaders in the design and formulation of the country office programmatic and projects outputs and outcomes, translating priorities and objectives into local interventions ;
- Work closely with Team Leaders to identify and propose programmatic and projects areas of cooperation, based on strategic objectives of UNDP Libya
- Support the Project Managers, Team Leaders and Senior Management in the development and implementation of strategies to speed up program delivery.
- In active collaboration with the CO M&E Specialist, ensure substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions and participation in audit of projects.
Ensure administration and Implementation of programme delivery, adapts processes and procedures focusing on achievement of the following results:
- Perform data analysis and presentation of information/reports on the delivery performance of the country office on monthly or as needed basis
Follows up projects closure on payments
- Track payments and maturity of commitments by liaising with projects as well as vendors in the processing of payments
- Perform project closure functions in Atlas, where necessary
Ensures facilitation of knowledge building and training of and projects staff in the counterparts focusing on achievement of the following results:
- Sound contributions to knowledge networks and communities of practice.
Institutional Arrangement
The Project Management Specialist will report to the Team Leader of the Governance Pillar and under the overall guidance of DRR (P). She/he will work closely with the regional coordinators, project Output Leads as well as with the Management and Support Unit (MSU) and other CO units. S/he will provide bi-weekly status reports summarizing all aspects of the project as well as insight into potential challenges.

Proven experience in result-based management. Working experience of in crisis and post-conflict countries. Experience in working, liaising and collaborating with local authorities, international organizations, private sector and civil societyorganizations. |
Desired additional skillsand competencies | Experience in the areas of peacebuilding and stabilization, resilience and early recovery including provision of basic services, livelihoods and social cohesion/reconciliation activities is a strong asset.
Prior experience working in or managing donor funded projects is an asset. |
