The British Embassy in Tripoli has a vacancy for a Security Policy and Programme Officer, Grade EO.
The Embassy is seeking a motivated, flexible and professional individual who can apply their existing Libya knowledge to support the successful delivery of the UK’s security policy and programme activity.
Main purpose of job:
The jobholder will work as part of the UK’s security co-operation team, helping to drive forward activities that aim to improve security in Libya. They will work closely with colleagues in the British Embassy, Libyan government and the security and justice sector, as well as other international partners.
They will play an important role in delivering against UK objectives of supporting Libya in its efforts to strengthen its security through programmatic activity, as well as building stronger UK-Libya bilateral relations, demonstrating understanding of the Libyan security and justice sector and developing closer operational cooperation. The successful applicant should have expertise on Libya, and ideally knowledge of security programming and/or policy.
Main duties and responsibilities:
Supporting UK-Libya operational cooperation and capacity building programmes in Libya.
- Supporting Embassy colleagues on the development and implementation of operational and capacity building programmes.
- Playing a key role in the management of British Embassy security programme activities, including drafting project and procurement documentation, providing internal monitoring and reporting and management of project finances.
- Facilitating the delivery of these security programmes, working closely with the Embassy’s external implementing partners and suppliers, and Libyan security sector partners.
- Undertaking logistical planning arrangements to enable smooth and effective programme delivery, in both Libya and Tunisia.
- Exercising good judgement, with the ability to advise and ensure that UK programmes and projects take account of the local context, opportunities and risks, in support of UK objectives.
- Facilitating the exchange of technical queries, advice and capacity building assistance delivered by the UK to relevant parts of the Libyan security system, so that programmes are able to ensure the greatest possible impact.
Strengthening UK-Libya relations
- Building and using knowledge of the Libyan security system to help facilitate stronger UK-Libya relationships, developing and maintaining a comprehensive network of contacts working in the security sector, such as key Libyan Ministries and law enforcement agencies.
- Directly liaising with Libyan stakeholders at various levels of seniority to discuss regular points of interest and helping to arrange meetings for British Embassy staff with key contacts.
- Assist UK diplomats through interpreting in face-to-face meetings and phone calls of both Arabic-English and English-Arabic, as well as providing written translation of key documents.
- Providing high quality analysis and reporting on political and security sector developments in Libya, and their implications for UK objectives, independently and in coordination with Embassy colleagues.
The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required.

- Working IT skills and literacy in Microsoft Office (MS Word, Excel, Teams, PowerPoint and Outlook)
- A degree (or equivalent level qualification) in Public Policy, Security Studies, International Relations, Politics or other relevant subject area.
- Previous experience working in either programme management, or the Libyan security sector, government Ministries or other organisations focused on security (such as think tanks, Embassies or NGOs).
- Knowledge of and interest in key pieces of UK Government security apparatus and literature, such as the Conflict, Security and Stability Fund, CONTEST Counter-Terrorism Strategy (2018) and Integrated Review (2021).
Eligibility:
Applicants must have the right to live and work in Libya and will need to be cleared for security purposes by the UK Government.
Working hours and remuneration:
The British Embassy in Tripoli offers an attractive working environment and remuneration package for this role, including a non-negotiable salary of GBP 1,427 per month inclusive of all allowances.
This position is for a full-time employment, on a fixed-term basis for one-year (renewable) based in Tripoli.
The jobholder will be expected to be available to work from the British Embassy Tripoli office, and travel using personal transport to meetings in important location in the city – such as Government Ministries and law enforcement agency headquarters. There will be occasional travel to Tunisia, to oversee project delivery, as well as occasionally to the UK for training purposes.
The successful candidate will be subject to a 1-month probationary period. The appointment will also be subject to satisfactory local and UK security clearances.
Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:30 from Sunday to Thursday. We are happy to consider flexible working arrangements in line with current Embassy terms and conditions of service.
