Job Description

UNDP aims to support Libya’s transition to an inclusive political agreement through urgent rehabilitation of critical public services, expansion of dialogue between different stakeholders, support to electoral processes underway and strengthened national and local capacities to be able to address the urgent needs of citizens.

UNDP’s Political Dialogue Project supports the United Nations Support Mission in Libya (UNSMIL) with facilitating political dialogues to find an inclusive a political agreement that brings sustainable peace and stability in Libya. The Political Dialogue project supports UNSMIL in implementing the different tracks of the Berlin Conference in 2020: Military, political, and economic.

Misinformation on social media and online incendiary language are elements that undermine trust and consensus building when agreements need to be found. IN this regard, the UN in Libya seeks to combat hate speech and incitement to violence online, which includes forms of mis- and dis-information and various information integrity concerns.

A healthy and open information ecosystem would have countless benefits to the citizens of Libya and to the efforts of those attempting to aid the country through the transition. There are various efforts to combat the presence of Hate Speech and the various information integrity concerns in Libya, as conducted by Libyan civil society and supported by the international community. It is believed that better coordination between the parties working in this field will increase the efficacy of such work.

Duties and Responsibilities
Scope of Work:UNDP Libya seeks to recruit an Information Integrity Officer to engage various international partners and at a subsequent phase also local implementing partners to roll out a holistic mechanism addressing misinformation and hate speech in Libya. The UN in Libya looks for a multi-stakeholder holistic approach to address its impact on various political and societal issues in order to support Libyan’s access to a reliable and safe online information ecosystem. This activity shall engage various parts of the UN system in Libya, in particular UNSMIL and UNDP. A H Information Integrity Officer is required to support the conception and implementation of these activities.

The Information Integrity Officer will work under the overall supervision and guidance of the Project Manager and in coordination with the appointed UNDP and UNSMIL focal points.

The Officer will be responsible to closely support the implementation of UN activities in the area of addressing Hate Speech and Disinformation in Libya, and frequently report on progress. The Officer will help to promote a client, quality and results-oriented approach in their work. The Officer will work in close collaboration with the various parts of the UN team in sharing information and ensuring consistent service delivery whilst complying with UNDP rules and keeping with donor requirements. The Officer shall work closely with partner institutions to support communication and collaboration.

The successful candidate will have the following specific responsibilities:
•    Prepare policy papers, briefing notes, and thematic reviews, as needed;
•    Develop and implement the UN activities in the area of addressing Hate Speech and Disinformation in Libya;
•    Monitor progress in implementation of the UN activities in the area of addressing Hate Speech and Disinformation in Libya and revise as necessary, in order to achieve stated targets;
•    Support the UN and Partner teams to implement activities related to addressing Hate Speech and Disinformation in Libya;
•    Build close relationships with Partners/teams implementing activities.
•    Act as a focal point to build bridges between various partners and develop a coordination mechanism that allows to share information and to harmonize the work carried out by different partners on Hate Speech and Disinformation.
•    Maintain database of key data for the monitoring of Hate Speech and Disinformation.
•    Support the design of results-based strategic action plans, to monitor and evaluate progress towards their its own strategic objectives and produce reports, information and advocacy products;
•    Advise and support UN advisors, officers and project staff, as requested;
•    Guide and support project consultants to deliver results as per their respective terms of reference, including organization of meetings, stakeholder interviews and field trips;
•    Provide information and communication materials to the UNDP Libya Senior Management Team, upon request;
•    Contribute to monthly project/donor updates and annual reports;

Institutional Arrangement:

The Officer, under the overall guidance and supervision of the Project Manager of the Political Dialogue Project is expected to provide efficient and effective support to the goals and objectives of the Project as it related to countering Hate Speech and Disinformation.

  • Minimum two (2)  relevant experience with a bachelor’s degree at the national or international level in journalism, mass communications, sociology, or public relations or any other related field;
  • Experience in the implementation of hate speech or information integrity projects;
  • Experience in conflict and emergency contexts/environments. Experience in Libya is strongly prefered
  • Experience in project design and coordination;
  • Experience in managing a portfolio of project activities,
  • Experience in designing results-based action plans and results frameworks;
  • Excellent analytical, writing, communications and advocacy skills;
