The project “Enhancing the resilience of vulnerable girls, boys and their caregivers in West Libya through access to quality education and child protection services”, funded by UNICEF, intends to promote a favorable protection environment for girls and boys affected by the crisis in Western Libya through protection monitoring, provision of psychosocial assistance, child protection services and safe learning environment.

The community-based officer will implement and monitor the CESVI child protection program, including protection screening and monitoring of vulnerable individuals, households, and community-based protection assistance to persons with specific needs in Tripoli. The day-to-day functions of this position include monitoring the situation against protection standards, interviewing vulnerable HHs especially from mixed migrants communities, reporting the interview on ONA software, establishing and maintaining a good communication flow and referral system between the beneficiaries communities and Cesvi team, planning and organize awareness sessions and events in the beneficiaries communities and Cesvi Social Center.
Specifically, A Community-based team will be in charge of reaching out to Libyan and non-Libyans crisis-affected communities. Secondly, to reinforce the linkages between the Baitys and other local providers who deliver social services at community level, they will map and liaise with relevant local stakeholders. Specific tasks and responsibilities:
• conduct the Vulnerability Assessments for each individual approaching the centers
• community engagement (with parents, community members, schools)
• identify vulnerable children by conducting vulnerability assessments in the targeted communities:
• collect the referral of children in need of learning support from the public schools;
• conduct awareness sessions in the schools and in the community
• Monitor, identify and collect data related to vulnerable groups;
• Enter collected assessment and reassessment into ONA interview template;
• Establish and guarantee a good communication flow and referral with the other project components (non-formal education, child protection case management, psychosocial support);
• Plan and perform weekly field visits ( including home visits) in the beneficiaries selected areas;
• Contribute to the overall protection weekly/monthly report underlining protection issues and related trends and figures in coordination with the child protection supervisor;
• Plan and organize awareness sessions and events in the beneficiaries communities and Cesvi Social Center;
• Coordinate with Child Protection Supervisor in conducting visits for CP cases alongside Case Workers;
• Coordinate with MEAL team;
• Participate in multidisciplinary teams, training, and meetings regarding, among others, Child Protection, GBV, and mental health;
• Represent CESVI in a professional manner in meetings and ensure good cooperation with local partners and other relevant actors;
• Maintain the relationship with volunteers staff
• Fulfil any other duties relating to the nature of the job as may be requested by the Supervisor and any other relevant staff for the best development of Cesvi activities.

Duty station: Tripoli
Responsible to: He/She will report directly to the Community based activity Supervisor.

Job Requirements

1- University degree in psychology, social work, social administration, social sciences, development studies, or a relevant field is an asset.
2 – At least 1-year of experience with UN or Non‐Governmental organizations Experience in handling cases is an asset.
3- Training in child protection and/or GBV minimum standards and gender mainstreaming are an asset.
4- Previous experience of working with migrant and refugee communities is an asset.
5- Good understanding of Protection Principles and Case Management standards
6- Good command of written and spoken English.
7- Good communication skills and ability to conduct training and awareness campaigns
8- Good computer skills especially Microsoft packages.
9- Good organizational and management skills.
10- Ability to work with minimum supervision.
