Organizational Profile
Established in April 1983, IRI is a nonprofit, nonpartisan organization committed to advancing freedom and democracy worldwide by helping political parties to become more issue-based and responsive, assisting citizens to participate in government planning, and working to increase the role of marginalized groups in the political process – including women and youth. IRI maintains a 501(c)(3)-tax status in the United States and receives funding through grants from the U.S. State Department, U.S. Agency for International Development, the National Endowment for Democracy, several European foundations and aid agencies, and other Western countries, and the United Nations.  Less than one percent of IRI’s funding comes from private donations.

IRI has been active in Libya since 2012 and its program in-country focuses on strengthening democratic governance and peacebuilding at the municipal level.


Project Background
The Libya Local Governance and Civil Society Taqarib Activity will support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens. TAQARIB  works to increase the Libyan Government’s ability to deliver essential services and promote stability. It seeks to help citizens engage in public dialogue, prioritize resources, and develop initiatives to hold the government accountable. To achieve these goals, TAQARIB  will center its activities around four objectives:

  1. Strengthen the capacity of targeted municipal institutions to deliver services and be more responsive to citizen needs
  2. Empower Libyan citizens, civil society organizations, the private sector, and other stakeholders with the skills and capability to advocate for government institutions to deliver on their mandates.
  3. Encourage coherence of national and subnational government policy, systems, and coordination through pilots advancing targeted policy reform. Strengthen national and subnational decentralization policies, systems, and, and coordination
  4. Inform Programming through a robust learning and analysis agenda


Position profile

General Description

The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for ensuring that program activity information and data are captured, documented, analyzed, and reported in a results-based and timely manner, focusing on the achievement of established program indicators and outcomes.  S/he is responsible for supporting TAQARIB  staff and external partners in the development and implementation of effective monitoring and evaluation (M&E) plans, and develops, as needed, data collection and analysis tools.  S/he closely monitors data quality and troubleshoots challenges as needed.  S/he also oversees and substantially contributes to IRI-Washington and donor-focused reporting and presentations.

Reporting

The MEL Officer reports to the MEL Director or their designate and works with the Project Development Team based out of the Tripoli office. S/he also will as directed, work with external program partners to ensure compliance with TAQARIB  M&E standards. S/he is expected to learn IRI’s M&E processes and requirements, liaising with IRI’s Washington DC-based Office of Monitoring, Evaluation, and Learning (OMEL) as needed.

Essential Duties
Monitoring and Evaluation

  • Maintain records of program results as per relevant monitoring and evaluation guidance, including but not limited to stakeholder contact information, key issues discussed, and decisions made.
  • Design and implement program monitoring and evaluation plans with direction from the MEL Director and OMEL.
  • Contribute to the work plans, ensuring that they will meet grant requirements and indicators.
  • Oversee data collection, create data collection tools to ensure data is correctly collected and recorded, providing troubleshooting as needed.
  • Develop the scope of work and mission plans and carry out or assist with assessments including, M&E baseline, midline, and endline evaluations.
  • Provide M&E-related capacity building and awareness to beneficiaries and institutions supported by TAQARIB.
  • Contribute to organizing and facilitating learning events to capture best practices and lessons learned as needed throughout each project lifecycle and when a project closes.

Reporting

  • Oversee and finalize weekly internal program reporting for MEL Director review, ensuring activities are fully described and indicators/disaggregation is correctly reflected, providing troubleshooting as needed.
  • Assist in the drafting of required donor reports and create ad-hoc evidence-based, analytic reports upon request.
  • Create data visualization and case studies upon request for inclusion in presentations and reports.

Staff and Partner Development

  • Maintain and cultivate relationships with key TAQARIB program stakeholders, encouraging them to seek assistance from the team on M&E issues.
  • Provide technical assistance and training to TAQARIB staff and external partners on M&E skills.

Qualifications

  • Bachelor’s degree in political science, international relations, or related field required; Master’s degree preferred.
  • Four to six years of progressively responsible professional experience in monitoring and evaluation, preferably working in democratic governance and politics. Incumbents of positions at this level are expected to perform complex duties with a minimum of supervision.
  • Demonstrated experience working with US Government-funded projects and familiarity with USG regulations and processes.
  • Experience with designing tools and strategies for data collection, analysis, and production of reports required.
  • Professional fluency in English and Arabic is required.
  • Strong written and oral communication and presentation skills.
