Position Summary:
Creative Associates seeks a Deputy Chief of Party (DCOP) for an anticipated USAID-funded project in Libya focused on stabilization. The DCOP makes operational decisions and manages the various technical components of the program, including grants, and coordinate with the COP and other staff on programmatic activities. The DCOP works closely with the Chief of Party (COP), other program team members, and external stakeholders, to ensure the program achieves its desired results.
Reporting and Supervision:
This position reports to the COP.
Expected Outcomes:
• The project will contribute to stabilization in Libya, addressing community grievances, enabling political compromise, and helping Libyans build peace.
• Project will meet deliverables on time and within budget.
• The project will be in compliance with the project contract and USAID regulations.
Responsibilities
• Ensures that program components are results-oriented, ensure high quality deliverables, and relevant and timely reporting.
• Manages the organizational and logistical aspects of the program to ensure it will achieve its the goals, outcomes, and benchmarks.
• Ensures that program implementation is in accordance with donor rules and regulations, and Creative’s policies and procedures.
• Ensures that project deliverables are submitted to the client on time and in accordance with donor procedures.
• Serves as the primary point of contact for procedural and substantive matters in the absence of the COP.
• Ensures synergies and cohesion between the various components and activities; and
• Participates and engages in technical meetings and maintain positive relationships with government officials, partners, and implementing partners.
Qualifications
Required Skills & Qualifications:
• Bachelor’s degree from an accredited university in a relevant field is required; Master’s degree is preferred.
• A minimum of seven (7) years of work experience in donor-funded programs relevant to stabilization, conflict mitigation, and/or community engagement, preferably in Libya.
• A minimum of five (5) years of experience in a supervisory capacity.
• Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints as well as program close-out.
• Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs.
• Experience engaging women, youth, and other marginalized groups to ensure their inclusion.
• Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement.
• Familiarity with U.S. Government policies and procedures in regard to contract management, financial reporting, procurement processes, systems, and grants and contracts management; experience with construction procurements a plus; and
• Excellent oral and written English and Arabic communication skills.
