Background on ACTED:

ACTED has been operating in Libya since 2011, currently delivering assistance from its field level offices in Tripoli, Benghazi and Sebha with support from 12 international and 60 national staff. ACTED’s ongoing programming aims to respond to the country’s most pressing emergency needs whilst building the resilience of communities through support to civil society and local governance. This includes an unconditional multi-purpose cash program, protection monitoring, helpline, and referral services, and quick impact projects (QIPs). Furthermore, ACTED is offering capacity building, grants, and networking opportunities to civil society and local governance actors under its Civil Initiatives Libya (CIL) program.

Assignment
ACTED’s programme portfolio in Libya includes a significant component on Support to Civil Society. As part of this programmatic pillar, which is managed by the Civil Society Technical Coordinator, ACTED provides trainings & sub-grants to Libyan CSOs to conduct small- and medium-scale projects in their communities.
In 2021, ACTED will have two specific projects focussing on supporting Libyan CSOs, these projects are funded by the EU, via British Council (14 EAC) and via GIZ (14 EII).
Under 14 EII, the overall objective of the present action if to promote better cooperation between civil society actors and LAs to address local needs with improved service delivery. The Project Officer will support the implementation of the various activities under each Output, with 1 being based in Tripoli and 1 being based in Benghazi.
FUNCTIONS
1) Networking
– Appropriate engagement with CCS – in coordination with the Liaison officer and DAC
– Appropriate engagement with municipalities – in coordination with the Liaison Officer and DAC
– Respectful and pro-active engagement with CSOs
– Keeping the CSO database updated
– Putting effort into understanding the CSO landscape and CSO general issues through intensive networking with CSOs and other stakeholders
– Networking with other ACTED projects and identifying overlaps and how mutual support can be achieved
2) Project Management
– The Project Officer shall plan and execute work-packages handed over by the PM in a timely and responsible manner using basic project management principles.
– He shall execute the work in the timeframe given & within the agreed budget, while updating the Project Manager timely on any issues or risks being faced during the implementation.
– Take an active role in the support of the PM while planning the future steps & activities of the project
– Critical review of the project activities with the local knowledge and CSO feedback
– Active planning of project activities with the support departments in Tripoli or Benghazi
3) Grant Management
– Active monitoring of sub grants through regular coordination with CSOs and field visits
– Support the Grant Officer in preparation of proposals and collection of documents required for reporting and closure
4) Reporting and communication:
– The Project Officer will report on a weekly basis the progress, issues and risks of the project Project Manager
– Weekly updates of the base staff on project progress and plans through active participation in weekly base meetings
– Open and respectful communication to all ACTED staff and other stakeholders
5) Others
– Respecting humanitarian principles especially neutrality and impartiality
– Support of other departments or projects when requested, even if not part of the ToR.
QUALIFICATIONS
- Education: Bachelor’s in finance, management, and/or local development field
- At least 1 years of field experience in project management or other technical fields
- Familiarity with the aid system, and ability to understand donor and governmental requirement
- Excellent communication and drafting skills
- Able to coordinate and manage staff and project activities
- Proven ability to work creatively and independently both in the field and in the office
- Being a strong team player and adept at creating a strong team spirit
- Ability to organize and plan effectively
- Ability to work with culturally diverse groups of people
- Ability to travel and work in difficult conditions and under pressure
- Highly proficient in written and spoken English and Arabic
- Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
